Click here for the agenda of the meeting of the parish council  which is available  3 clear days before the meeting.  The date of the next scheduled meeting is  on the 10th November 2025 will be held at the Cowley Manor Hotel, starting at 7pm.  Please come along, or email  the Clerk or any of the Parish Councillors for further information.

 

Members of the public are welcome to email the clerk if they wish to raise matters for the agenda or correspond with the Council. The council can only make decisions on matters on the agenda, however members of the public are invited to attend the meeting and address councillors during the public session. The agenda is prepared by the clerk. 

In order for matters to be included on the agenda, the clerk must receive them at least 10 days before the meeting as the agenda is legally required to be published 3 clear days before the meeting. 

The agenda is legally required to be published on the website and on at least one Notice board. The council tries to disseminate dates of the meeting via other social media networks but members of the public should check the website and/or notice board for confirmation of meetings taking place 

The parish council meetings are scheduled for January, March, May, July, September and November but the council may call other meetings when required subject to the 3 clear days notice period. Meetings can only take place where 3 or more councillors are in attendance.

The parish council are statutory consultees in planning matters. The process is :

CDC send notification of an application to the clerk who distributes to parish councillors. 

The pc considers the application either at a meeting or where it is not possible to do so due to time constraints, the clerk has delegated authority to submit a comment on behalf of the pc, using her best judgment and knowledge of what the pc would likely to agree. This is specifically her decision and whilst councillors may provide local knowledge, they are not part of the decision making process where no meeting has taken place.

The pc has a decision-making choice of support, object or make no comment. Where the pc wishes to do so, comments can be submitted to support their decision. The pc can only consider the plans in front of them and must make their decision/comments based on planning guidelines, or the district council will not take their comments into consideration.

The  district council considers the comments of the pc , along with other comments submitted and looks at the planning framework before making a decision.  This can be under delegated authority to officers or the planning committee. 
If the pc specifically wished that the matter be considered by the committee, there is a tight time frame (28days) and a specific process. The district councillor, Julia Judd , can explain more on this process. 

There is no obligation for the district to agree with the comments of the pc and the comments submitted carry no more weight than those submitted by other parties.
